Interesting photo. There appears to be snow on the hills across the swollen river. There aren't (m)any cars in view that I can find. The water cooler? at the top of the bluff in intriguing. The long horizonal line in the water might be a railroad track or levee. The Victorian building looks like a school or hotel, the building across from it looks like a school or more modern company fascade.
Pre-1910-20? There were/are so many floods on the Mississippi and Missouri (and elsewhere) they are nearly annual.
